There are many “kennel clubs” who will register anything with 4 legs regardless of heritage. Many of these registries use the same short forms as above mentioned clubs but are NOT respectable.
Even papers for a dog from above registries do not certify quality by themselves. You have to do the research to find out what issues are important in the breed you have selected, and to find a good breeder. The above Web Sites offer information on how to find and select a good breeder and the right pet.
